The ASEAN-Japan report on "Growing toward Net-Zero" as an input to the second GST is being built on the premise that you do not have to choose.
At COP30, Japan's Ministry of Environment and ASEAN launched a joint effort to develop a report on economic growth through decarbonization. Singapore's Minister for Sustainability and the Environment, was among the high-level representatives who expressed strong support for the initiative. The report models an Asia-specific pathway — one where decarbonization and economic growth are not a trade-off but a strategy.
This week, MOYA Analytics had the privilege of meeting with the team behind this report — IGES and the Ministry of Environment Japan, with the Japanese Embassy in Singapore present — to follow up on what came out of COP30 and map what comes next.
We are proud to share that MOYA has been proposed by the Singapore government as a relevant organization contributing inputs to this report. This is alongside NCCS and MSE as Singapore government organizations also potentially contributing to the report.
Specifically, we will contribute to good practices in pro-growth decarbonization from Singapore for the report, showing that best practices can unlock both emissions reductions and economic opportunity.
MOYA will also be working with the IGES-MoE Japan team to potentially add outputs from our GMPA tool, showing how international collaboration can unlock both emissions reductions and cost reductions simultaneously. Using research methods developed in Oxford, these collaborations can be used as catalysts and fuel for holistic climate-compatible growth, with co-benefits such as job creation, skills transfer and environmental protection.
This is exactly the kind of clarity the world needs — not climate reporting as a compliance checkbox, but as the foundation for decisions that actually move economies forward.
